The optimisation of local/global synergies in the internationalisation of HEIs
This will be an empirical research study, conducted on a comparative basis, of concepts and practices of internationalisation of higher education as a national and global public good. In particular it will explore synergies and tensions between internationalisation in higher education, and national policy goals (state-defined public goods), including national economic objectives, and policies on immigration and foreign relations. The doctoral studentship will be nested in a larger research project conducted at the Centre for Global Higher Education that will compare synergies and tensions in relation to the internationalisation of higher education in UK, France, China and Japan.
Internationalisation as a national and global public good takes in such elements as the furthering of knowledge flows, language learning and international understanding; cross-border collaboration in the face of common problems; the free mobility of people as an end in itself; and the stimulation of economic, social and cultural development and creativity in both national and regional economies, and particular local sites. Of primary interest in this study is the contrasting implications of on one hand, an open and cosmopolitan approach to cross-border people mobility in higher education, including students and academics; and on the other hand, national territorial sovereignty and national control at the migration border.
The study will investigate, and compare and contrast, the cases of the UK and either China or Japan. Each of the two case studies will entail approximately 30 interviews, in higher education and government, as well as the study of historical and current documents and scholarly publications.

Eligibility
1. At least an Upper Second degree and Master’s degree (or international equivalents);
2. Applicants whose first language is not English must demonstrate evidence of English language proficiency with an IELTS certificate. Applicants must obtain an overall grade of 7.0 with a minimum of 7.0 in each of the subtexts.
3. The successful applicant will have a good working knowledge of Chinese or Japanese language.
