PhD studentship: Defence as a devolved policy concern

We welcome applications for a full-time University PhD studentship to support and work in our Department of Politics, Languages and International Relations.
Background
Good governance demands clarity over where responsibilities for policy sit in a political system, especially in decentralised systems. However, the UK’s post-devolution system of governance offers significant room for confusion over where policy responsibilities lie.
The aim of this studentship is to develop greater understanding of the interrelation and overlapping policy concerns between governments at the centre and periphery which make any formal delineation of ‘devolved’ and ‘non-devolved’ policy areas – and hence policy responsibilities – problematic.
The successful student will conduct their research under the supervision of Dr David S. Moon and Dr Sophie Whiting.
The project
Defence as a devolved policy concern
The research project focuses upon the specific policy area of defence, which formally remains the preserve of central government under the remit of the Ministry of Defence (MoD), but whose ‘footprint’ impacts directly on policy areas controlled by the devolved administrations.
The project pays particular attention to the issues surrounding the basing of military personnel and their families in Wales, Scotland and Northern Ireland, and the subsequent impact upon areas of devolved policy concern, including education, health, transport and infrastructure. A key aim of the scholarship is to develop links with policy makers and related stakeholders.
Eligibility
The successful candidate should:
1. fulfil the entrance requirements for a Department of Politics, Languages and International Relations PhD
2. have at least a strong understanding of UK devolution, multi-level governance and associated research methods
The award
Funding lasts for three years and includes:
- £14,057 (2015/16 rate) yearly stipend
- Home/EU tuition fees
- annual Training Support Grant
This award will be funded by a one of several studentships with their own terms and conditions.
